亞洲跆拳道聯盟昨(11)日致函中華台北奧運，針對去年東亞運跆拳道比賽的鄭大為裁判事件，提出三項調查報告及五點建議。在信中，亞跆盟理事長措詞微婉，但可看出對中華跆協處理整件事的輕率和瑕疵，甚至完全不理會這段時間亞跆盟私下的協調處理，相當憤怒。
信中指出，亞跆盟為此事件，成立了特別調查委員會，認定中華代表團當時的現場抗議及引發的騷動是非法的，事後錯誤的處理及台灣媒體譁眾取寵式的報導，都讓整個事件失控。而中華跆協官員發表不當之種族歧視言論，更被要求必須公開發表道歉聲明。對於鄭大為賽後接受媒體發言致使整個事情愈演愈烈，也做出了今後禁止國際裁判對賽事做任何發言的決定。
更重要的是，這項由特別調查委員會提出的建議中，要求立即撤銷中華跆協對鄭大為的嚴厲處分，並非只針對裁判部分。如果在5月18日之前中華跆協仍然維持對鄭大為教練資格的停權處分，可能真的要面臨遭到亞跆盟停權的決定。

主席您好:
希望您一切安好並且表達我對貴會的祝福。
如您所知，在2009年香港東亞運男子組72公斤級比賽時，發生了令人遺憾的事件。
在大多數國際體育賽會中，競賽管理委員會之決議是對裁判判決不同意之最終決定。但是競賽管理委員會針對該次比賽的決定，中華跆協不僅拒絕接受且在現場製造了非法騷動而阻礙比賽進行，更且，與此事件有關之國際裁判遭到中華台北跆拳協會施以3年停權的懲處。
亞洲跆拳道聯盟為此成立了一個特別調查委員會以進行客觀調查，調查報告如下:
1.中華代表隊隊團員之行為與抗議方式是不被接受的，已經造成比賽現場衝突，並在觀眾之間引起騷動不安。
2.鄭先生在比賽後接受採訪時發表之言論增強了此事件，並且在台灣引起重大的情勢，導致中華跆協將禁令強加於鄭先生身上。
3.中華跆協對於公眾意見與台灣媒體譁眾取寵之方式不正確與錯誤的處理，更加導致此事件進入無法控制的局面。
特別調查委員會尊重會員國協會之內部規定，提供亞跆盟理事長Dai Soon Lee 先生如下建議，並致力於降低緊張局勢，友善地幫助解決爭端 :
1.重申跆拳道不容許任何職位的任何人有種族歧視與種族評論。
2.中華跆協應對於中華跆協競賽組黃先生所發表之種族評論，發表正式道歉聲明，並試著修補目前因此事件造成的脆弱關係。
3.提供一封保證信，確保任何台灣官員對於跆拳道賽事再也不會發生類似行為。
4.立即解除施加於國際裁判鄭先生之嚴厲處分，並將處分權回歸到亞跆盟道德委員會。
5.禁止所有國際裁判在賽前與賽後對任何媒體發表任何觀點。
在該調查委員會建議以及考慮亞跆盟運作紀律之下，我們已經盡其所能的透過和平及平靜的方式尋求解決，但是中華跆協對此努力卻毫不理睬。亞盟將會在五月的哈薩克-阿斯塔納的會員代表大會與執行委員會議中，將中華台北的案子，排入仲裁委員會的議程。
由於仲裁委員會的懲處決定，可能影響貴國是否能夠參加即將來臨的亞運、奧運資格賽等賽事，基於我的職責，且禮貌上我也必須告知你以上的資訊。
我誠摯的希望您能接受我誠心的建議，並在5月18日前尋求和平解決此議題的方法，這樣一來我才能掌握議題主軸，而不用將此事排入亞盟執行委員會的討論議程中。

RE: Matters on EAG2009 Taekwondo Match Male-72kg Hong Kong
Dear Respectful President,
I hope this letter finds you in good shape and also wish my best for your organization.
As you are already aware of, there was a regretful incident in the 2009 EAST ASIAN GAME, taekwondo male-72kg in Hong Kong.
In most international sports events, the decision by the competition supervisory board is the final for the disagreement over the referee decision. However, as to the supervisory board decision in the game, male-72kg taekwondo match, Chinese Taipei Amateur Taekwondo Association (CTATA) refused to accept and made an illegal commotion in the arena blocking normal operation of the further matches. In connection with this incident an International referee of Chinese Taipei was penalized with 3-year suspension.
The Asian Taekwondo Union set up an ad hoc investigation committee for an objective investigation and I was reported as follows:
1. Behavior and the method of protest by the members of the Chinese Taipei team and its officials were less than desirable that created controversy and commotion among the spectators in the arena.
2. Comments made by Mr. Cheng in several interviews right after the match and thereafter has intensified the matter and has helped to create a grave situation in Taiwan which has resulted on imposing a sever ban on Mr. Cheng by the CTATA.
3. Incorrect and flawed management by the Chinese Taipei Amateur Taekwondo Association in directing the public opinions and sensationalism journalistic methods of the incident by Taiwan’s media has helped the matter to get out of hands even further and reach a sweltering stage.
The committee, with all due respect to internal Rules and Regulations of member national association, would like to make the following recommendations to the ATU President, Dr Dai Soon Lee, aiming to reduce the tension and to help resolve the problem amicably:
1. To make clear Taekwondo has no toleration for racism and racial remarks made by anyone in any position.
2. Chinese Taipei Amateur Taekwondo Association should issue a formal statement apologizing for the racial remarks made Mr. Hwang director of Games Committee at CTATA and try to mend the existing fragile relation that has come as the result of this incident.
3. A letter of assurance not to have such behavior re-occurred by any Taiwan’s officials present at taekwondo events.
4. Immediate lifting of the severe penalty imposed on international Referee, Mr. Cheng, and leaving the disciplinary actions to Ethic Committee of the ATU.
5. Prohibiting all International Referees from expressing their views regards any aspects of a match at any time with the media before and after events.
At the recommendation of the ad hoc committee and in consideration of discipline of ATU operation, we have exerted our utmost for a peaceful and quiet settlement but CTATA has not show any interest in our effort. The ATU is going to have a general assembly meeting and an EXCO meeting in Astana, Kazakhstan in this month of May and referring Chinese Taipei case to Sanctions Committee is on agenda.
I think it is my duty and courtesy to inform you of this as the punitive decision by the Sanctions Committee could affect your esteemed country’s participation in the forthcoming games like the Asian Games, Olympic Qualification Games and etc.
I sincerely hope you take my heartfelt recommendation and seek ways to settle this issue in a peaceful manner before May 18, 2010 so that I could handle the issue within my capacity without putting it on agenda of ATU EXCO Council agenda.
